Important Notice: US CPSC eFiling Requirements

    According to the U.S. Consumer Product Safety Commission (CPSC) announcement, eFiling will be mandatory starting July 8, 2026. CPSC eFiling is the mandatory electronic declaration system implemented by the CPSC, requiring all regulated imported consumer products to submit data related to conformity certificates through the customs system prior to clearance.

     

    Implementation timeline

    General imported items: Mandatory from July 8, 2026, applicable to the vast majority of items imported directly into the United States for consumer use or storage.

    Free Trade Zone (FTZ) items: Mandatory from January 8, 2027, applicable to items that first enter an FTZ and then enter consumer use.

     

    Scope of applicability

    Approximately 23 categories of goods are subject to electronic declaration;

    Electronic declaration must be completed regardless of the value of the goods or the method of customs clearance.

     

    Exceptions

    Non-commercial gifts between friends and relatives;

    Imports of parts that are not packaged or not sold as consumer products and are intended for domestic manufacturing in the United States.

     

    Declaration methods and data requirements:

    Method 1: Full message set

    (1) Product ID (SKU, GTIN, UPC, etc.)

    (2) List of applicable rules

    (3) Manufacture date

    (4) Manufacturer name and address

    (5) Most recent compliance testing date

    (6) Lab name and address

    (7) Importer's contact for Records and optional electronic access to records

     

    Method 2: Simplified message set - applicable when importers have already uploaded product certification data to the CPSC Product Registration System

    (1) Certifier ID: A unique ID that identifies the importer and ensures the correct importer is linked to eFiling product certificates.  

    (2) Product ID: A unique ID for the product that is being certified. (e.g., GTIN, SKU, UPC).

    (3) Version ID: A unique ID for the specific version of product certificate. The Version ID is unique to the Primary Product ID.
