Important Notice on Service Adjustment for U.S.-Bound International Express Shipments

2025.9.5
  •     In line with recent U.S. policy changes, U.S. Customs will abolish the duty-free policy for goods originating from Taiwan valued under USD 800, effective 12:00 a.m. (EST), August 29, 2025. Once implemented, low-value parcels will be subject to applicable duties and fees. To ensure service quality and logistics stability, we will be making the following adjustments:

Effective September 8, 2025, shipments collected by SF Taiwan destined for the U.S. will be subject to the new U.S. Customs clearance model, and corresponding duties and fees will apply.

    • Prepaid Duties Service: Beginning September 8, 2025, we will introduce a prepaid duties service. Based on the HS Code or product name you provide, we will estimate the duties and other fees payable to U.S. Customs. These fees will be collected in advance at the time of shipment to facilitate faster clearance. For customers without a monthly tax settlement agreement, any difference between the estimated and actual duties will not be refunded or supplemented. For customers with a monthly tax settlement agreement, differences will be reconciled (refund or additional charge).
    • Updated Formal Customs Declaration Requirements:
    1. Shipments valued over USD 2,500 must undergo formal customs declaration.
    2. For formal declarations, shippers must provide: A signed Power of Attorney (POA) authorizing SF to clear customs. Detailed product descriptions. A 10-digit U.S. Harmonized Tariff Schedule (HTS) code. Country of origin (COO). Manufacturer Identification Code (MID). Importer’s tax ID (EIN, for companies) or Social Security Number (SSN, for individuals).
    • Duty and Fee Details: Duties will be charged based on actual U.S. Customs rates. Non–monthly settlement customers must prepay estimated duties when placing an order. Monthly settlement customers will be billed according to the agreed settlement cycle. Due to operational changes, original tax bill certificates for each shipment will not be provided externally at this time.
    • The handling fee for U.S.-bound tax forwarding under International Standard Express and International Economy Express services will remain at USD 0 per shipment.
    • Please provide accurate and truthful information when completing customs declarations to avoid clearance delays or holds. Any additional costs or penalties arising from misdeclaration will be borne by the shipper.
    • Overall cross-border transit times may be extended, subject to actual U.S. Customs clearance operations.
