Regulation on the Implementation of the Mexico Custom Duty and Tariff from January 1st, 2025

    According to the newest general provisions for international trade in 2025 published by the Secretariat of Finance and Public Credit of Mexico (SHCP) in Federal Register on December 30th, 2024, all imported goods and products destined for the Mexican market will be subject to a duty and tax of 19%. The new regulations will take effect on January 1st, 2025.

    Things to keep in mind:

    1. Starting from January 1st, 2025, the tax threshold/minimum taxable sales of US$50 will be altered to that of 0;
    2. It is required that the importer's RFC (Mexican VAT ID Registro federal de Contribuyentes) of all shipments be declared for customs clearance;

    Notes: RFC, also known as value-added tax number, is the only identification number of Mexican taxpayers. It is composed of 13 digits that are formed by letters and numbers.

    1. According to the minimum system, taxes will be levied on all imported goods and products from any port of shipment and the latest global tax rate of 19% will apply to shipments from any countries/regions. Our company will pay the 19% import taxes for orders that generate fees on their behalf and reclaim the amount from the payers.
    2. Imports over USD 1,000 are required to go through import registration process in local area.
    3. Imports of the following goods and products, which conform to the Chapter 87 HTS code, are required to be imported via formal customs declaration:

    Auto parts, motor vehicles, tractors, velocipedes, motorcycles, bicycles, wheelchairs, strollers, child seats, other land vehicles (parts and accessories thereof).

    1. Imports of the following goods and products is subject to countervailing duties and must be imported through formal customs declarations with countervailing duties paid:

    Footwear, polyester resin,cut bond paper, short fiber polyester, ceramic tableware and loose pieces of tableware, steel cables, steel concrete nails, threaded steel rods, steel grinding balls, stainless steel sinks, aluminum pressure cookers, aluminum cookware, aluminum discs, bottle-type hydraulic jacks, children's bicycles, metallic plastic balloons, metal fasteners, pencils, plastic spray bottles.
